On August 4, 1913 Ohung Hsiu-nan did on false pretences misappropriate two cheques the property of the Kuangtung Government of the value of $100,000 and $50,000 respectively, 4. On August 4, 1913 at 10.00 a.m. Chung Hsiu-nan did ge to the Treasury office of the Kwangtung Government and from the possession of the clerk Ni Feng-Yu did with false pretences steal a xurt volume of general accounts dealing with the period from January 1, 1912 to June 29, 1912 and did flee to Hongkong.
That Chung Hsiu-nan stole the cheques and the xmi volume of mocounts and secretly misappropriated certain monies was reported by Shen Hul, the Officer in charge of the Treasury Chest, and a Treasury cåerk Ni Feng-yu and another named Ch'en Shou-shan were eye-witnesses.
Also the account books of the Bank can be te referred to. The evidence is thoroughly trustworthy and the accused'
guilt is clear. He should be extradited in order to be
properly dealt with. I have deputed Liu I-kuan to go to Hongkong with witnesses and to wait there to take over Chung Høiu-nan.

my deputy and witnesses can attend at Court and give evidence
as to the guilt of the accused and when his guilt is proved
to give orders that he be handed over to my deputy Liu I-
I'uan who will bring him back to Canton for trial.
